Wastegate Problem?

My dad has a 2000 F350 7.3l 4x4 automatic trans with about 250,000 on it. Just recently it began to make a noise that sounds like the wastegate is getting stuck open when the motor is not accelerating. Sounds like a air being pushed through the exhaust, and will only stop when you give it a decent amount of throttle. Am I right to think it is the wastegate?

Probably the EBPV if it started during the colder weather this winter
