No Boost After Cold Start?

Now that its cold out my turbo has been acting up untill the motor gets warm. While under normal acceleration the boost gauge reads zero and the exhaust makes a hissing (jet engine like) sound. It almost feels like a governer on the turbo. Now if I give it more throttle the turbo kicks in and the noise goes away and the truck takes off. As soon as I let off the throttle the boost gauge returns to zero and the hissing noise returns. Also, I noticed while this happens the EGT'S go up to about 600-900 and my normal is about 400. After the motor is nice and warm it runs normal. Naturally I always let the motor warm up a bit before I start driving. So what do guys think?

working as designed.
it is the exhaust back pressure valve operating to warm up the engine.
if you don't like it you can just un plug it.

Sounds good. Is there any side effects with unplugging it? Any problems related to unplugging? And where is it located if I do decide to unplug it?
Thanks again.
