Sounds like he may be feeling the EBPV opening and closing. What is the temp where you are?

Description sounds a little ackward but I 2nd the EBPV comment....that is probably the sound he's hearing..but it definitely doesn't give more boost...it causes less.

Ah, this is not the EBPV. If he is crusing down the interstate does it fluctuate a couple MPHs when it does this without his input on the accelerator?

Im thinking throttle position sensor.

It would gain as it opened the lose as it closed. This is only if he holds a steady amount of pressure on the pedal. Any accel. would cause the EBPV to open. It would also need to be cold where he is driving.

Just wondering how old is the oil and what weight? Maybe too thick when warm?

For whatever reason, my throttle pedal position sensor (both of the bad ones) was much worse when cold. You can replace just the sensor and not the whole pedal assembly.

It's the EBPV. To confirm, pull the electrical connector and take off one morning -- see if it acts "normal". It won't hurt anything, a lot of guys gut the EBPV completely.
