Problem with power "HELP"

I replaced the filter, it was pretty dark and some sediment in bottom of filter housing. Drove it a few minutes and seems to have a little more power than before problem started. Will these trucks spin tires from a dead stop, because mine comes close but that's all and it's all stock.

I haven't had a chance to do hutch mod yet, waiting for fuel level to drop to 1/4 or less. After changing just filter ran better than it has ever since I've had it in 3 months, but driving yesterday it started sputtering again and I saw some blue smoke in my rear view mirror for a second and it disappeared. ???
