Nope. The lines for the front brakes and the rear brakes are segregated through the Wilwood valve body. The only function (other than the ability to trigger the brake lights) is a proportioning function.

UltraRanger’s information is excellent as always. I offer this reply only as another option. I’ve had good luck with this particular vendor on eBay. They sell bolt-on setups for our trucks and you can get a booster/master cylinder/proportioning valve combination. The brake pedal rod is adjustable. Here’s an example for your ‘69:

Its the the original booster from the 72 power drum brakes which looks very similar to yours, I don't have any pics handy I'm afraid.
I assume then that this is a single diaphragm booster? Generally, with a MC bore over 1.00" diameter, it's best to have a dual diaphragm booster. The '95 Explorer MC has a bore diameter of 1.062" (1-1/16"). However, a dual diaphragm booster on a truck with (self-energizing) all-wheel drum brakes would probably make the brakes very sensitive to the application of the brake pedal.
To get the most potential and best function from the brakes, the proven recipe for this is: front disc brakes, dual diaphragm brake booster and a 1-1/16" bore MC.
