Are you sure the key is turned all the way to the Off position? Are you able to turn the key to Run and Start? Have you tried repositioning the steering wheel slightly, then turning the key all the way to Off?
I am sure of the following:
Gear shifter will go thru all positions
pressing brake
wiggled wheel from one position to the other
tilt while in al positions
everything short of replacing the ignition switch
It's not going to be a problem with the switch, it's probably going to be something worn out or broken in the linkage, mechanical interlock, or the cylinder.
Does the key/cylinder rotate properly to the position where the key is supposed to come out or is it a bit shy of that position?
