Sorry about the confusion, I think I was creating new issues while trying to remedy the original issue.
Ok, I figured out the not cranking with the key, apparently a 4 post relay needs a ground.
No, the steering wheel or column won’t move around.
But there is no voltage on both large posts when key is turned to on position. I’m going to change out the gpr and see if it will start.
So, we are cranking
But now it won’t start, correct?
No voltage on either large post on the gpr?
One should have 12v all the time. If not, you have a wiring problem
Well it’s a balmy 21 degrees right now in northern Michigan, the warmest its been in months. the block heater is plugged in. I won’t have much opportunity to mess with it today, at my godson’s 1st b-day party with the wife and kids, then we are dropping the kids off at the grandparents and the wife and I are going out for her birthday. I’ll get back with you boys tomorrow and let you know if I get it going

Yep, wrong relay but it should work OK.

Which is it, with key in pocket there should be voltage on one large terminal all the times.
Be sure the new starter relay has the correct wires going to the correct posts. Generally one big post has all the wires going to it including battery wire. The other post should only have a single big wire going down to the starter solenoid. Conflicting statements make troubleshooting hard, No insult intended. Many on here have wired up the starter relay incorrectly when changing it out causing mass confusion.
