sabotage

hello i have purchased a 2009 f250 5.4 from a local company that uses these truck for meter reading. it has hole in passenger valve cover so i assumed timing chain problems. after removing timing cover i had come across a bolt and a screw that doesn't belong in engine. the bolt is threaded all the way back to head and the screw is a machine screw with a flat head slot in head of screw so right away i know they where purposely put there though oil fill. the machine screw had been picked up by chain and sling into valve cover which was what broke it. now the real problem i am have is that i found another piece in timing cover which is aluminum with hole in center and groove in end i will attach pics. i just need to know if anyone could tell me if it belongs somewhere on or in engine it. this is one of those pieces that i can't decide if belongs or not i have looked for a hour for possible place it could belong but haven't found nothing. the hole in center appears to have never had a bolt on it. thanks in advance for any help.
