If the rivet is factory make a slot in the head and use a screwdriver to work it out. My early C3 and later C8 covers used screws. 2 small screws in the C3 and one small screw and cover bolt on the C8. They might have used a rivet later on one some covers? If so they might be like the intake valley pan rivets where you can work/pry them out. If the threads in the hole were stripped someone might have just tapped a rivet in there. All the covers I've had the hole/holes were threaded.

Update... after I got the water pump off, I saw that it's not a rivet, but a small screw with a 5/16" head.
btw, I'm not sure on the history of this 390.. the heads and 4V intake are C8, but the balancer is the 67 and earlier style.. which I'm changing out to a 3-hole from the early 70's
