I'll add that if you just replaced your turbo it is possible you still have air in your HPOP system. About 50 miles of spirited driving is often enough to clear it up.
Have you replaced or cleaned your IPR lately?
You're welcome to look at my current situation, chasing a similar problem.
Update Guys......Yes I unplugged ICP and died, but maybe coincidentally died at that moment. Truck is FIXED. I looked at all fuses under hood and found #10 mini fuse blown, replaced and all is well. :/ Can't believe I didn't do that sooner lmbo. Thanks for all the help. Most of the time the culprit with my truck is me. But I did install a turbo and up pipes, not bad for an old carpenter.

AWESOME!!!!
Now, do you know why it blew? I don't recall offhand what #10 is, mine are all under the dash.
Maybe you want to take a look at your wiring harness (they rub through sometimes) for any chaffing or damage. I suppose if unplugging your ICP just happened to move your wiring around to the bad spot...
That second pic I sent of my damaged ICP pigtail, make sure yours doesn't look like that
Not trying to make more work for you, but don't want you to be down the road and hit a bump and the wires move and....no bueno

Thanks for reporting back!
I know #10 under the hood (Power Distribution) runs the Power Point for sure, not sure what else it controls.
Update #2......Went out to start it up and make a drive around the block and this grimlin is back. All fuses under hood and under dash Good. Wire rubbing somewhere like ExPACamper said, is most likely cause?
Update #3:.....Found the grimlin! ICP connector must be bad. unplugged it while running engine and engine smooth out. plugged back in and a few minutes later rough Idle again. I will get a new pig tail for it. I can drive awhile without ICP being plugged in? Almost $200 sensor.
I bought mine in 2015 and it isn't in the Ebay orders any more, can't give you a link.
2. Usually the fuse that controls power port is also the one that controls the fuel bowl heater and PCM. Unplug the fuel bowl heater. It would explain why it died if the PCM lost power.

Making progress
John, is that the case with the Excursion?
On the 99-01 F250/350 : #10 in Power Distribution Box (under hood) controls ONLY The POWER POINT.
#30 under dash > PCM RELAY COIL, FUEL HEATER, WASTEGATE SOLENOID, IDM RELAY COIL. Gas engines > Ignition coil

Wouldn't this be the test for the ICP sensor? Based on the unplugging it and smoothing out, plugging it back in and running rough sounds like it could be a bad sensor. I guess it could also be a bad pig tail as well, but it does sound like the PCM is getting bad information from that sensor.

Wiring and fuse diagram changed in 02. Fuse #30 is no longer the fuel heater in the 02-03 models.

If you look at the wiring, is the rubber insulation chaffed or brittle? A new pigtail might be able to fix the issue for you. Since those are cheap, if there is any sign of chaffed or brittle wiring, I'd start there.
Also be sure and inspect the IPR wiring at the same time. Sometimes it's the IPR wiring that is bad and unplugging the ICP wiring can either fix things or make it worse as the engine tries to adjust from overcompensating from the IPR not responding right.

I changed my original post to include years to prevent confusion.
Sounds like a bad ICP sensor to me. Riffraff Diesel has them for a reasonable price, but cheap they ain't. Make sure you get Ford/IH - or prepare to buy it twice.
If you really want to avoid buying the part, you need to get that AE working and log some PIDs.
Good catch on the fuses. You may have also helped me on an older truck I want to run AE on but having troubles with the OBD port (I didn't look it all up yet)
Bad pigtails, bad sensors. Troublesome buggers but it looks like you have some good guys on it with you now
Update 4: Spliced in the ICP Pigtail and Walla....Running perfect.... ICP Sensor is good, no rough idling. Thank You all very much for all your help. :-)
