IN SYNC 3 Settings, swipe to reach the right-hand panel, and under Android Auto, set it to 'Disable.' Then under Mobile Apps, enable both BT and USB Mobile apps.
Back all the way out of the Settings screens back to the Home screen. Start the FordPass app on your phone, then go to the Apps screen, FordPass may already show up. If not you'll need to press "Find Mobile Apps", at which point it should bring up the FordPass icon, which you can then press. FordPass will work over BT, but I believe you need to plug in over USB in order to generate a Vehicle Health Report (which seems to be working in the last few days).
Once you go through all this you will probably wonder if it was worth the bother. Not that much information to be had there, and the only useful info in the Vehicle Health Report is the oil life % remaining. Good luck!
I had to do a Master Reset on Sync. Once I did that the FordPass app within Sync actually showed stuff. Before, I didn't even get the right icon for the app in the Sync menu. The FordPass app on my phone did sync up (without having to delete my prior registration of my vehicle) when I started the engine and it displays the correct mileage. FordPass on my phone says that there was an error but it worked. Go figure.
Owner.ford.com already shows that there has been an update! The Vehicle Health Report is correct.
All that wasted effort and all I needed to do was a Master Reset. Sheesh.
Tried that first but it did nothing. I updated to IOS 11.2.6 and it solved my issue. Apple titled the update to fix third party apps and devices in connectivity.

Ah good to know it was an Apple problem. I don't use Apple products so I have no perspective there. These days it's hard to tell where the problem lies due to there being so many layers.
