Start circuit issues

i have a 1997 F350 dually with 7.3 that will not turn over using the normal keys system. But if i turn the ignition on and jump across the starter silinoide she will start right up like normal. something is not let power get to the silenoid to close the contacts. what could it be?

Does the truck have a manual or an auto transmission?

have you check with a volt meter to see if there is no power to the coil of the starter relay? More than likely it's getting power to it, but the relay itself is bad.
