Help with this starter wire

And is there any way at all the starter can operate with it disconnected?

That wire is what actually activates the starter. I don't know how many amps it draws but it should be fairly low an no the starter will not work with it disconnected, as wired from OEM.

Would anything bad happen if I cut it and put a toggle switch into it?

If the switch is installed properly no, unless you forget to flip it back on.

non insulated connections, connections too close to heat source melting, wrong type of wire as to temp and environmental considerations, etc.

I ran every bit of the the wires through some vacuum hose till it got to the cab. Used shrink wrap on the connections
