I also had the same problem the first time I replaced the fuel filter under the truck, I did not tighten it enough and it would not prime. I just put grease on the threads and seal now and use the 32mm socket and it has been fine.

If you pre fill your filter make sure you don't get any oil in the ring outside of the oring. I know it doesn't seem like it would hold much there but my first two oil changes the filter looked exactly like the one in the pic. Ever since I have ensured there was no oil outside of the oring I have not had any leakage

Agreed
Even just a drip from the mounting base as your moving the new filter into place will cause it

That might be my issue. Next time Ill be more careful
