You've been busy on this puppy. Good idea to have checked for fuses.
What was the blown 20 amp fuse for?
Do the dash warning lights light up for their self test when you turn the ignition key to run? If not, try thumping, or wiggling the PCM power relay in the under hood power distribution box, to see if it'll wake up. If it does, inspect it's electrical pins & sockets for corrosion, or suspect it has internal relay contact problems, so replace the relay, as they're a known problem part.
If no joy with the thump/wiggle test, you could try swapping the PCM power relay with a like one not needed to run the engine & see if you get joy. If so, replace the troubled relay.
If the dash warning lights come on for their self test, the computer is getting power through it's power relay, so scan the computer for trouble code clues & post all code Numbers, as they can help focus a trouble shoot.
Seeing as how the 93 Ranger is OBD-1 diagnostics, you don't need a code reader, or scan tool to have the dash CEL, or test light, blink, or your analog multi-meter needle wave, any set trouble codes, by using one of these electrical hook-ups. http://www.troublecodes.net/ford/
