Can’t get my steering column back together right. help

So I’m replacing the turn signal cam, and have gotten to the point where I put it all back together. I cannot get the top section of the column housing to seat flush to the bottom section that the shift arm goes into. Pictures below for reference All of them that I’ve seen are flush with no gap so I’m missing something obviously. It feels like something is preventing it from seating but I cannot see anything. Any suggestions?

Shift column

Does the shift tube still feel like it is still engaged with the shift lever at the bottom of the column? If it came up and was turned then the drive key that is welded to the tube is not engaged in the shift lever that goes to the transmission. You probably noticed that the square end of the retaining bolts have a groove that engages into the shift column mast jacket, they have to have the retaining nuts just barely started so that they will engage into their respective slots. Did you forget to reinstall the (2) 3641 bolts and (2) 351754-S nuts that retain the shift collar to the upper flange?

I put the bolts back in, but I didn’t tighten them, because the don’t seem like they do anything. What exactly do those bolts hold together

The shift collar (7228) to the upper flange (3511).

ok so I took additional pictures... I see no way the bottom housing with the gear lever attaches to the top part with the cam and what not with those bolts. What am I missing

You need to "stick" the bolts into the little rectangular holes on the inside of the shift collar. When I did mine, I used blue RTV that I had lying around.

thanks everyone for the effort in helping me get it solved... I literally never would have figured that out.
