The wiper switch itself is part of the upgrade. You'll need the newer switch that has the delay adjustment in the switch. The governor controls the signal but the switch determines the timing. Anything 1965 or 1966 wouldn't have the correct switch.
D1OZ-17A553-A or newer is required to control the governor.
The problem is this older style switch has a different plug on it so the wiring behind the dash won’t plug into the governor and harness I’d swap in

I like your idea of bringing the wiring and cluster over from the 2WD cab - also grab the wiper motor. I would hope it has the correct connector for the delay switch.

That’s what I was thinking. The diner truck has the correct switch and will make it a plug and play deal. Wondering how many other dash switches might need to go with it. I have everything though. In fact the fuse panel in my 65 has a few bad clips and I wouldn’t mind changing it over.

I bought the correct 2 speed motor and the delay box and switch but my wiring from the fuse box is not compatible. Its definitely not a plug and play deal for my application. Mine is a '66 and was a single speed. I guess I'll have to either cut some wires and splice in or find a new switched hot and figure out how to power up the new switch.

Wiring is different for the single speed motors so those are definitely not plug and play. Original 1966 two speed motor seems to be the one combination that is highly compatible with this change, and perhaps not all cases even then.
