The only thing that aligns the overload leaf is the u bolts so there's a little wiggle room. Keeping the u bolts tight to the spring pad when tightening will help.
My truck has the same condition, and so did my last truck. I have thought about adding a set of clamps to hold the leaves in alignment. As to why they shift like that and the passenger side doesn't IDK.
Hit it with a hammer to straighten it up, that is how lots of things were aligned on these trucks when the came down the assembly line. If you find it moves really easy then yeah you need new u-bolts, if not then you're just doing "maintenance".
My '79 was like that for about twenty years while I had it. I asked and was told to just keep an eye on it unless it moved. Talk to a heavy truck shop that can recurve springs and see what they say.
