Correct. Horn button provides a ground to the horn relay.
If it still doesn't work, install a jumper wire across the steering coupler (rag joint) and retest.

Thanks HIO, this is all brand new equipment, both the column and rag joint have just been installed. The PO had black button strapped to the old column. I am going to pick up a new horn relay and a new horn contact.

In case there is anyone having this same issue, this is what I've learned. There are two contact brushes in the horn circuit, one under the steering wheel in the turn signal assembly, and the second above the steering wheel and below the horn button.
The trick to getting the horn to work only when you press it is to carefully ground down the brush contact under the horn button until there is about 1/8 clearance

Throughout this thread, you describe the horn button, then you post a pic of the steering wheel, the horn brush, the horn ring and its related parts.
A horn button is not the same as the horn ring, because the horn button only covers the center of the steering wheel hub.
Notice the rubber piece between the nylon retainer and the three screws in your pic. The horn button does not have it, because it's this:
Over time, the pad either flattens out or disintegrates. When either occurs, the horn will no longer blow.
Plus, the horn ring coil spring (C0DZ-13A807-B) is different than the horn button coil spring (C0DF-13A807-B).
The horn brush, horn brush insulator, nylon retainer and the horn relay are the same for both.
Hey Number, this wheel actually came with the center button, I bought the ring as an upgrade. Are you saying I shouldn't haven't used the spring in conjunction with the rubber pressure pad?
I installed a new headlight wiring kit in my 1966 F100. I do not see where the horn relay connects. I don't see where it would have connected to the old wiring harness. Horns and the relay were missing on this truck when I bought it. Any help would be greatly appreciated.
