Defrost works when selected

Heat blows really nice and hot
Heat also blows really nice, but just slightly cooler when "C" is selected on the temp adj ****.
Problem is when everything is off. The wife and I have noticed heat. And we are talking quite a bit of heat. About the same flow rate as the slowest speed on the fan. Fan is off. It blows on the floor only like this.
Yesterday with temps in 40's, the "C" on temp selector was giving me enough heat to cause sweating.
As a side note, my 4x4 hubs do not auto engage. And my 4x4lo does not work at moment.
So I have a vacuum leak somewhere, and something else going on. Any ideas? I cannot find anything in Tech sticky to help diagnose
The valve that closes off the coolant to the heater core is vacuum actuated, so this is all vacuum system related. Common source of the major vacuum leak is the hub lines. (So I've read, mine is 2WD without all that stuff.)

when I rebuilt the front axle I put new barbs on the knuckle and made sure the lines were connected
didnt know that about the actuator. Gonna go play with that today. Truck is flippin' hot

It's basically the same reason the F-Series truck guys do the AC Mod and add the vacuum valve from Excursions and Rangers to shut off flow to their heater core (For some reason Ford put these in Excursions and Rangers and other models, but not the earlier trucks) during the summer months for extra cooling. Sounds like yours is stuck open.
didn't get anything fixed. but found a huge mess on the passenger fender. someone had zip tied the charcoal canister? upside down and there is a mess of stuff in there. can't believe I hadn't noticed previously.
goal today/tomorrow is to rip it all out and restore to factory configuration. hope it's something stupid like a disconnected vacuum line

I've heard about the "AC Mod" on the F series, but from my understanding of what you wrote...we already have that "mod" on the EXs?
I ripped all of the vacuum stuff out of the truck. Inspected and re-installed. My 4x4 Vacuum solenoid appears fried. But I'm not exactly sure how that works. Need more digging on that. Vacuum Reservoir works like a champ.
So now the temp selector works. I also mechanically agitated that 3-way valve. So something fixed it. No idea, but works lol
While was in there replaced the Thermostat with another 185F unit. Looks like original 2000 version was installed.
I found both the vacuum pump and 4wd solenoid for $85 on Amazon and recently replaced both. I also pulled that POS vacuum actuated valve off the coolant line that runs to the passenger heater core and just put a ball valve there and on the return line under my degas bottle. Open them both in Winter and shut in Summer.

Don't know what the reasoning is for not installing a heater cutoff on vehicles equipped with A/C other than saving a couple of dollars.
My 1970 Mustang Mach I with factory A/C came with a heater cutoff valve.
Your issue came to mind with out temps getting in the single digits and highs in the 20s again, it just seems like my Ex doesn't put out the heat it used to or heat up as fast as it used to. I've put a new t-stat (195 I think) last year and flushed the core and it helped but there is still something there.
This kind of all popped into my head after driving my 03 f250 5.4 with factory A/C delete in the same conditions and it heated up fast and put out more heat it felt like (just sold the truck) so I'm wondering if the valve may be an issue.... once I get a chance to mess with it I'll report back.
