Another guess may be that while in towing mode the engine and transmission are working more efficiently...shifting less often and remaining in the more efficient state more often. This could result in a better number for towing mode vs regular mode while towing.
I may be wrong, but I want to say the towing DTE is using a smaller sample of recent miles than normal is. Normal goes back a bit further and is a calculation based on many more miles.
