HVAC behavior

So I've noticed that frequently my HVAC won't 'save' what the current settings are through an ignition cycle, I'm not sure how to explain this...

1. AC on set to 70* (been that way for several drive cycles)
2. Turn AC off
3. Shut off truck
4. Restart truck, AC comes back on to 70
5. Turn AC back off
6. Shut truck off
7. Restart truck, ac will be off
8. Turn AC back on
9. Shut truck off
10 Restart - Ac will be off

It's like I have to change the setting twice for it to stick. Anyone else notice this behavior? It's the same for the heated/cooled seats as well.

I haven't, but I basically leave it on Auto all the time, and let it just do it's thing.
