ac run all the time

ac run all the time
so i was wondering if the ac compressor is suppose to stop
when you turn the slector **** to vent ( i get ac in all but the floor position) in cars the ac when not used spins free. i hope i'm saying this right

I have a 2001 Excursion and found the compressor runs when the **** is set to panel/floor (1 click right of off). I thought it was unusual and checked the manual, it is supposed to run in this position. I'm not sure about the panel only position (1 click left from off).
