I think I know the answer to this question but, I decided to ask anyway.
I am working on rebuilding my 3 speed and wanted to remove the shift levers. I removed the pins (brad rivets) and then noticed that the ends appear to have been welded to the shaft. For the life of me I can not understand why someone would have done this. The pins were tight and the arm had little to no play.

At first I thought they were cap ends and once the pins were removed they would slide off. But, then I found the picture you show in the Parts CD and realized they were welded on. Like I said, not sure why they did it, but they did a great job with the weld. Will grind them off and see what I have as I need to change the seals.
