Axle thrust washers

Just replaced both front hubs (just did this 2 years ago), everything went as it should except the passenger side thrust washers behind manual locking hub. I put the washers in as they came out but when I get ring clip in its notch on the axle stub and its not tight against the 3 washers, they can rotate and little play. I thought they should tight and snug? Am i wrong?

Both of mine were tight. I had to pry the axle out slightly to get the snap ring to seat in the groove.
