It could be your master control switch there in the driver's door...borrow one to test with...or it could be in the electronics module that Ford switched everything over to...likely the instrument cluster.
Quick question, what interior do you have ? Stock? I've been looking for that front seat arm rest setup. Thanks

Hi Joseph,
I have stock interior in both of them the 03 and the 08

the 03 is stock tan leather, with the arm rests.

So your excursion with the fold up center console / arm rest is stock 03 ?

No I’m working on a 03 F350, no folding center console.

Joseph, that is my interior. I removed the Excursion center console, and I replaced it with a jump-seat from an 06 F250. I then replaced the crappy plastic cover for the storage/armrest with a custom wooden lid with a holster and extra magazine holder on the bottom side of the lid. I have another thread on here that shows the build for the lid w/ firearm storage. You might also notice in the photo that I added A-pillar grab handles from the same 06 F250. My 01 did not have one on the driver side, and the one on the passenger side was kinda puny.

'08-'10 are a sure thing and this thread applies to them. 2011 and up I have not visited or dug into.

Go to this website and call the number http://hitechcarparts.com/. Ask for Bruce, tell him Mike sent you...then ask him what he has for door panels in 08-10. He knows you need all the switches and stuff. He has a ton of manual doors, so let him know you don't want those.
