If your heater is similar to the heater on a 1988 then you should not have to remove the dash... There is only one cable on the 88 and it goes from the temperature control panel to the temperature blend door on the heater cover. All the rest of the doors are controlled by vacuum motors.

I have never removed the inside heater cover under the passenger side dash but have been looking in the manual on how to do it because I need to remove mine to inspect it. I believe the whole inner heater cover assembly can be unbolted from inside under the dash and you will be able to access everything. I think the heater hoses have to be unhooked along with possibly the ECM connector as the ecm is under the heater cover.
