What is the easiest and cheapest way to flush out the radiator after an oil cooler change.

Flush repeatedly with straight water only. Removing the t-stat accelerates the process. You can start with hose water for the first 5 to 6 flushes and then do distilled for a couple. Finally drain, add 50% of capacity with concentrated coolant and then top off with distilled. Re-install the t-stat before that last refill. Do not use any chemicals as you take the chance of breaking crud loose and plugging the new oil cooler.

I was going to post the link to the PDF document in the Tech Folder (Powerstroke Cooling System Flush Overview and Flush PDF), but it seems the link is no longer valid. It was a great set of instructions with pics that helped me out alot when I did mine 2 years ago. Does anyone still have a copy of it?
