IAC valve

When you look at the valve is the plunger supposed to close all the way, I got it to move smother but it won't close all the way on its own.

No it's not supposed to close all the way when the engine is running. It can when the key is turned off to help prevent dieseling.

Mine doesn't close sitting on the bench. After a little cleaning my idle did come up.
