I just installed my Viofo A119S with gps mount and I stuck to top of the adhesive right below the dots on pass. side of the mirror. It is perfect, it blends in with the mirror from outside and you can't even see it from the drivers seat unless you duck down a bit. I ran the hard wire kit up next to the mirror wiring and along the headliner, down the A pillar and under the dash. It is very clean.
I wanted to go a bit higher also but didn't want to rip my dots off. Though with the shape of the camera it is almost mounted as high as you'd want to go because you have to slide it up if you want to remove it from the gps mount. Much higher and you'd have to move the mirror to get it off. So your dots are on the surface of the glass like mine? My buddy has a 2012 F150 and his is inside the glass leaving a smooth surface which is nice. I thought maybe they had changed it in all the newer trucks.
No idea about the toll tag but I would think it might if it works like ours here which is a radio signal.

My dots are on the surface. You can feel them.
From what I've learned so far they are baked INTO the glass. I've read elsewhere that they are super hard and nearly impossible to remove.
The challenge will be getting the tape to stick to the top of the dots and down and around them all the way to the glass. Thicker tape would probably help in that case.
I'm going to order a new toll tag and put it behind the dots and see if it works. Replacements are free as long as I sign up for auto billing... so why not try it out lol!
