Take it back to the dealer. Ford expects them to fix it and pays them to fix it. I had to have a TSB done twice....it was not a Ford, but it's worth mentioning.
I wish they did have a fix. My 2016 Lariat has been to the dealers several times and its always the same. Seat back does not cool. They carried out the TSB and replaced some duct work - No fix.
I would guess that any mods Ford does to the seat would have to be crash tested and NHTSA approved. The aftermarket isn't as restrained and can develop and sell a product without that expense or hassle. The just have to put a disclaimer on it.
Since the vent pipe for the cooled seats suck air from the bottom/underside, I guess all we can do is make sure some of the cold air gets blown to the floor...?

The new SuperDuty is in the same situation as us. We will have to pay attention to the 2018 F150 refresh and possibly hope those seats are updated.

No, been flawed since 2015 F-150's rolled of the assembly lines. Ford did make some changes, as original design overheated the seats, some owners were concerned for their kids in the back seats, possibly getting burned while touch the front seat backs! Ford stopped them from overheating, but did not fix the Cooled seat bottoms and backs.
I think the only way any OEM would fix a problem like this after so many years is if the Govt. finds a safety issue and forces a recall. But unless the cooling feature starts creating fires, I don't see how that will happen.
I hate saying this, but... We. Are stuck. With a POS. Design.
