Do this,
Remove the wire from the temperature sending unit and check the wire with a test light. If the light illuminates, the ICVR works.
To check the gauge for a the fuel , with the key off,hook a jumper wire to the wires and turn the key for a short time, if the Gauge pegs to the right, the gauge works.
I'm sure the problem is with the S/U, not the gauge.
Take the wire off the gas tank that comes from the sending unit. With the key on, ground the sending unit wire. The guage will swing all the way one direction. Then take the wire off ground and let it hang in the air. The guage should swing all the way the other direction. All the sending unit is doing is varying the ground of the guage with a resistor wire inside the sending unit. You won't get any meaningful voltage readings from the sending unit wire.
