my 92 f150 has dual tanks. i THINK i remember seeing my oil gauge work and volt gauge work ( 2 top gauges) but the 2 bottom gauges ( temp and fuel) dont work. i have noticed with key off, the fuel gauge will sit at 1/4 for some reason but when i turn key on it goes to empty. is there a voltage regulator that controls the bottom gauges on this year truck? or am i barking up the wrong tree

 

No gauge voltage regulator.
The fuel gauge can set any where with the key off.

How likely is it i have a faulty cluster? i should be able to unplug the cluster and test for resistances at the plug right?

 

The best way is to unplug the one wire push on temp sensor on the engine, turn on the key and see what the temp needle points to. Then ground the one wire and the needle should swing the full scale the other way.
