What do you do with them, do they hold ice..? or just whip air inside the vehicle?

They hold ice and operate on the principle of evaporative cooling. The work well in dry climates.

The one my brother had used water that trickled down across a radiator like grid that the fab blew through

That's not quite the same as the ones on the cars Don. They brought some larger ones to put in the shops underground at the mine , was usually over 100 ° down there..
