The 20" wheel and tire exclusions looks odd (to me) because the 2017 RV and Trailer Towing Guide (page 12) indicates 20" wheels and tires are available with the CP option.
Since the 20s started showing up in '06, they have NOT been available with the camper package. Doesn't make a whole lot of sense, but that's how they roll.

Correct, payload is based off the GVWR- weight of truck. The F250 has a GVWR of 10,000lbs - 7500lb truck = 2500lb payload. The GVWR never changes for the truck so the more options and bigger cab you get the less payload you can carry according to the sticker

True. Ironically, the Camper Package decreases the 250's payload by around 75lbs. That's the weight of the aux springs and sway bar.
