Okay here's what I got. My neighbor and I noticed a tap coming from the passenger side valve cover. We opened it up and investigated the the problem. What we found was the 2nd valve rocker arm is loose(side to side movement) no matter how tight the bolt is. Oil flows from all pushrods but the tap sounds terrible. We previously did a compression test and the picture explains what we found. Notice the difference between 1 and 2, maybe this is the evidence of a problem?
I'd recommend accurately defining the problem before trowing money at it. Changing the rocker & spring won't do any good if there is nothing wrong with those parts. Your compression is good except for #1. Reworking the head would be a waste of money if the problem is with the lifter. Once you get to the real problem probably the noise will cease and the the compression will go up on #1.

Yes, I have been talking to several people and reading a lot tonight and it seems the lifter is what I should be looking at as the possible problem. I am going to drive the truck some first to see if the tap will possibly go away on it's own. I recently did a oil change, I changed oil from penzoil to castrol high mileage and I left the truck sit for several days without adding new oil as something came up in the middle of the oil change that needed my attention.
