The past few times ive launched boats with my truck, back down the ramp, set parking brake then put the truck in park... The brake has slipped to where the truck rests on the transmission. I looked up how to adjust the brake and did so yesterday, but the truck still has the same slip.
To give an idea of how bad it is, the truck will drive slowly with the brake on and in gear without throttle...
I did notice yesterday when I took the rotor off, only one of the shoes moves when the brake is set, is that normal? The shoes look like they have plenty of material on them, maybe a little more than 1/8"?
Suggestions as to what I should try next?

I had to replace backing plates on my truck not too long ago. Both pads should spread out. If the assembly isn't rusted out you could try adjusting them a little more. You'll have to pull the rubber boot out to make it easier. That star gear can be a booger.
This pic is how it should be. There's also a spring on the bottom. The top of the pads spread. Check the cables if you haven't already. I'm no veteran to these 6.0s, I just noticed you haven't had a reply yet and thought I'd try to help with what little experience I have. Good luck.
I would check the apply lever as it pivots in its assembly to apply both shoes. You could potentially have one of the shoes anchor rusted in its anchor seat too.
Jack the truck up, apply parking brake and try and spin the tires.
could be a cable that's bad, or part of the hardware frozen up
The brake definitely grabs a little, but it wont hold my truck on a boat ramp with an empty trailer. The cable moves the rearmost shoe, ill take a look at it later today or tomorrow morning when it isnt Africa hot outside
If the forward shoe does look to be frozen up, is it still usable after making it move again? Or should I go for a new set of shoes?
Was this intermittent or every time? I ask, because I am having a similar problem except that one time in 5 the parking brake seems to have good pressure and the rest of the time, it doesn't.
Time to take it apart and clean all the frozen hardware.
Replace any bad hardware. You will then have to adjust
the shoes contact with the drum so that it holds when set
but still lets you move with heating up when off.
Also don't for get the places that need to be greased.

Its happened every time Ive used it, which has only been a handful of times. Ive gotten caught up with working so I havent been able to take much of a look at them.
If it matters, every time I tried (and failed) to use them, the truck had been driven for atleast 15 minutes. Maybe warm rotors have some sort of role?
I presume its just old and seized up though
