This can be either due to base timing being retarded, or lack of fuel pressure due to a blockage somewhere, like in the fuel pickup tube in the tank. Of course, a blockage will also result in reduced power.
Rebuilding a set of injectors with new shims and increasing the pop pressure to stock... will make the problem worse, not better.
I'm not saying you *don't* want to rebuild your injectors... But you need to bump the timing to compensate at the same time.
Typically, a worn IP will start having screwy and retarded timing long before anything else fails; it's just kind of how the IPs wear.
