If shaft seal is bad does that mean new HPOP because the way I park at work is downhill ://

Parking downhill overnight keeps the oil in the HPOP from draining past a weak shaft seal, it's a good way to rule out cold start problems that point to a weak HPOP seal on the early builds. It does mean a new HPOP yes.
If you are parking down hill at work and it's startin good then likely not the issue, but depending on how long you work versus truck is at home it's still maybe worth a try.

Do you live in a warm climate?
If not, then I would imagine the GP's probably work, or it would start hard after sitting all day at work as well.

Why aren't you getting a Baro reading?

Glow plug operation is connected to that reading.

Check your Baro sensor and/or change it out.

With those cranking volts, you are going to have issues and you risk damaging your FICM.
