I am having trouble with my 1999 F350 Ford Powerstroke, Looses power but the motor never quits and also starts up fine, will set and run and warm up on the coldest morningIdles fine, It will hold back sometimes and not increase speed. I can take it out today and it may be fine and tomorrow can't run 2 miles. I was thinking CPS but after reading information I am not sure. Can you advise me as to what may be causing this issue. I just put a High Pressure oil pump on it could this have anything to do with it. Was not having a problem before the pump was changed. The pickup has 190,000 on it actual miles.
Do you have a chip on the PCM? Maybe check to see if it's loose. Mine cut in and out of having power while running and I found that I had a chip but it wasn't staying connected all the time.
Fuel Issue...?? Sounds to me like it idles fine, then when it needs more fuel it does not get the supply it needs. Maybe dirty screen, filter, or fuel pump.
It kind of sounds like what the exhaust back pressure valve is supposed to do. But I assume that if you've changed an hpop, you've had the truck long enough to not be fooled by that. In which case start with what those gentleman in the previous posts suggested. If you don't find a failed IPR, or plugged fuel screens in the tank some smart phone data logs might be the ticket to finding a solution quickly.

Were you able to torque the HPOP drive gear bolt to 95 FT LBS? If not, if the gear is slipping, this could be part of the problem. I have used a breaker bar and socket attached to the crank shaft bolt and placed a block of wood under the handle to assist with the getting the proper torque. If you didn't do something similar, the engine will begin to turn over long before you reach 95 FT LBS of torque. The HPOP drive gear could be slipping on the HPOP shaft and the slippage could be intermittent based upon temperature.
Do you have any way of monitoring ICP? Low ICP can equal low power.
Is there more exhaust smoke during the times when power is low?
