Normally it pops out due to spring pressure which tells me you probably have a broken spring. if Im not mistaken the spring is exposed on the reverse side? You may have to drill and tap the pressure boost valve, not the sleeve, insert a screw and pull it. Make sure to look for damage inside the bearing surface, may require a new valve body.

yes, reverse side is exposed. Revealing the springs. They appear to be in tact. The valve moves back and forth as it should. I can use a screwdriver to gently pry on the back end of the valve and get it to push the sleeve out about 1/8 of an inch. But then it's like it jams and won't move any further.
Seems that the pressure boost valve and/or sleeve have dug a valley into the bore. Similar to removing a U-joint try to grab onto the sleeve and twist a bit. I'm 90% sure the bore is shot at this point of which you can re-bore and get an oversize kit or (my recommendation) you can just get a new valve body.
