Got a few questions first one being what the hell is this thing for? I guess it just comes down to your opinion if you want to use it or not. Personally, I've kept mine in place. Reasons, 1. I didn't want to give the dealer or Ford any reason to reject a warranty claim. 2. I can tell you on my truck it did not make a difference if it was installed or not. I didn't see any better MPGs or better temps.
I bought an extra one and change them with each filter change. When I get a chance I will wash the dirt one with dish soap and let air dry until the next air filter change. Not saying it's a perfect method but it's just what I do.
Mine has gotten dirty so I guess that prevented the larger one from getting that debris. Not sure on the "need" part, but the next time you change the filter, I'd put it in.
I can also stop rain from making it's way to the paper filter, since you are in Washington State don't you get that light misty rain?

oh yes it has its moments of down pour ., so I found my pre filter the top part of it is under the small part of the paper filter and the longer part that is tapered is hanging out of the box.
