2001 7.3 won't start

2001 ford f250 7.3 powerstroke diesel 4x4 has a new idm, new glow plugs, new battries new starter new glow plug relay and still won't start?

Fuel in the filter bowl? Tach needle moves when cranking? Does it fire at all? Any way to check for codes? IPR %?

Can't tell from your post why you replaced the parts you replaced.

We bought the truck and it was hard starting. We have to have it plugged in all the time and if the outside temperature is above 60° it starts just fine but anything below that it won't start and we replaced the cps also and it has fuel in the bowl and it does even try to start and the shop that we took it to said the injectors are bad something to do with the oil pressure going to them isn't opening them to put fuel in the cylinder to fire
