7.3 won't run

I have a 2001 f350 7.3 it won't run it turns over fine grey smoke out the stack new glow plugs fuel filter Ldm cps new fuel pump all fuses are good and just changed the oil it had 420,000 miles the guy that I got it from just threw parts at it help!!!

Can you hear the fuel pump priming? Is there fuel in the fuel filter housing?
Do you get a wait to start light? AND does the tach move whan your cranking?

Did it run and die or is this on going?

I see it has new glow plugs, but have you checked the glow plug relay?

EDIT: Oh, and how cold is it where you are?

#1 un-plug the icp then try to start it.
#2 check to see if the tin nut is on the ipr.
#3 take the plug off the top of the H-pop and look to see if there is any oil in it. it should be about 3/4 of an inch from the top.
#4 with over 400K you should do a compression test to check for dead holes..
