I've never seen any with nuts either. I suppose Ford could have realized they were unnecessary after a while and stopped installing them even though the parts manual shows them.
I've got to drop the Aux tank for basically the same reason. The front, drivers side bed bolt ripped a hole into the bed. I guess when the PO backed into something with the tailgate down, it strained it a little.-LOL
Mine is also and it looks like it was that way from day one.
