1999 power windows
So my passenger window will go down but not up. I replaced power window relay under glove box. Voltage is 14 volts at motor but only one wire shows voltage going down and both wires show 14 v going up. Passenger window will not go up regardless of driver or passenger side switch. Any idea where to check ?

Sounds like your loosing the ground connection in the up mode.

Seeing as how you have B+ on both sides of the motor & ground is made through the drivers side master control switch assy, you might begin looking at the switch contacts, wiring & electrical connectors that provides the passenger side UP ground connection.
Seeing as how the drivers side switch will run the driver & passenger side windows Down, the open ground run would likely be between the two switches Up wiring/connector/switch contacts.
Broken wiring strands where the passenger door hinge flexes the wiring & switch contacts belong on the suspect list.
More thoughts for consideration, let us know what you find.
