LOL...........I think I have heard it all now. I would have also said something, maybe even told him that it's the wrong cap for a lift and makes the truck worth much less. He sounds bright enough in the car world to have gone along with it.
Did he know it's a diesel?
What goes along with a Lift and a Banks Ram Air dust-your-turbo filter set-up?: Is more power, as in tuning. And one might want to trade that baby in once it has puked (degas residue), before something else goes blam-o...
OP: is the truck lifted and on some big meats? Because it aint just the oil filter cap that is higher and can go higher... Got more picts?

If Josh was around: Just Sayin'....
speedo is going to throw me off at first with the outside numbers being in km/h
I know a guy that brings trucks down from Canada. He looks for good ones
but tells me that there are some that buy totaled and bring them down and
in the process get a clean title for it.
One thing I thought was law is that a dealer must convert the speedometer from
KPH to MPH to be able to sell it in the US. You might want to check on that.
That should also include the odometer to miles.

This truck has been titled in Texas since 08 and one owner says carfax. 😕 but who knows. I'll look into that. Thanks.
Nice looking truck grass man , first thing I would do is be the first guy to cold start the truck and see if any stiction happens , and what the ficm doing cold ,do you have gauges to help monitor ?

Didn't notice anything funky on start up. Seemed to fire right up. FICM VOLTS stayed at 47 on start up. I'm using a dashboss. One of the things I forgot to do is try a hot start. I'm going back today to buy it so I'll try to go through all these things again.
One thing I did notice was a noise which seemed to be coming from the idler pulley location. But it went away after the truck warmed up. He said he took it to his mechanic and he said nothing was wrong and not to replace it. It was just "going to be one of those noisy trucks"
Idler pulley or Alternator both make a similar noise when going out, get the gauges and monitor volts for alt needs to be at full load like every light on , fan , Radio ETC. You can also remove the belt tension and work the pulleys free hand pay close attention to the AC pulley

Reason: Adding
I had a squeak that went away with temperature and was diagnosed as a belt tensioner bearing. $400-something from Ford. Bought a couple SKF bearings and pressed them in to the pulleys for a bit less than the Ford cost. Tensioner and pulleys on good shape. I replaced the smooth idler pulley while I was in the neighborhood. Hopefully you've got a similarly easy fix.
