Fords are notorious for feeling like they have a surge when a misfire occurs, probably not your problem, but maybe? Can you give us a little more info? under what conditions? Up hill, down hill, pulling a load, ect.
My '95, 302, 4wd, Ext. Cab, Eddie Bauer, w/4R70W transmission surges between 62-68 mph, regardless if it's in OD or not. It's something to do with the tone ring...truck was abused and I have swapped PSOMs, and VSS sensors. And I'm just gonna live with it since it has 253,XXX miles.
It only surges in OD on the highway around 60 to 75.

And yes on the PSOM. When does it begin waviering?
The PCM relies on the VSS and the PSOM to communicate together. If either are erratic, then that can cause a surge. I feel and see It when I'm using Speed Control (Cruise) when the speedometer needle waivers between 63-68mph. I can only feel and see it. If I'm cruising above or below the indicated speed of 63-68, I never feel it.
Any issue with the PSOM will cause transmission issues. Does lightly tapping your brake pedal (just enough to make the brake lights come on) cause the surging to stop?
