Locks, Auto Sensor Headlight, Horn

Hey all,
I have a 03 Excursion 7.3.
My door locks and Auto Sensor headlights work every so often. Two weeks ago, my horn would not stop working and I had to disconnect the battery to make it stop and it never came back on.
I looked at Fuse #19 and it seems all is well. I have an appointment to go to see Ford Next week to have it checked. They was $120 Diagnostic Fee. I will also be having oil and tire rotation done that day for my trip back north. Any tips or something along those lines would be helpful.

Have you ever had a windshield leak? The fuse box below the steering column tends to collect water from leaks, and being a "smart" box, it does funky stuff once that happens. The GEM is attached to the back side of it as well, and is also susceptible to water damage.
