What is this?

What are the connectors with the blue tips to the left of the fuse box, is this a power source i bought a PA system with a horn and what not and i want to see if this is a power source because the positive and negative cables on the PA sytem are only about a foot long.

Looks like two grounds. Did you buy the truck used ? It's most likely the old owner had soemthing grounded there and cut it before they sold it. Plow, lights ex. Some accessory

That is an automatic resetting breaker. They were quite often used to power the power pin in the trailer plug. They were also frequently used to power an aftermarket brake controller.

Use a 12V test light & see what you get.

It won't have power. The wires have been cut.

What you have is similar to these.

Put power to one side, and you will get power out the other side. It works like a fuse except when there is too much load (a short for example) it opens the circuit to remove power from the load. Then when it cools, it closes the circuit again. (resets)
